The problem involving some servers not being listed is related with the
GameTracker Patch.
So
that's not a problem in you Swat4 client, but a 'problem' in ||ESA|| servers.
Managers of servers using the GameTracker Patch (aka
Swat-GS2) must be sure to keep free ports used to Gamespy listing, what means, servers should not be added in Gametracker with JoinPort+2 as default (joinport of Starship = 11180, JoinPort+2 = 11182 ;p).
I recommend to any server manager who is using GameTracker Patch to choose a new query port, in order to get its server listed either in 'GameSpy' and GameTracker.
Use the port 11184 (JoinPort +4) to Starship would be fine!
The server manager must change properties in [GS2.Listener] section of Swat4DedicatedServer.ini

After that, someone have to add the server again to
GameTracker, using the new chosen GS2-QueryPort (11184).
Thereby ||ESA|| server will be listed in both platforms.
As you can see, that's just a incompatibility with the default port used to GameTracker Patch and the
Master Server Patch (sorry about that... how could I guess that Master Server would return, after Gamespy have closed it :\).
Server not listed in GameTracker, or using another queryport there, will be listed normally in MasterServer.

PS.:Note that Swat4DedicatedServer.ini must have the line
ServerActors=IpDrv.MasterServerUplink in its [Engine.GameEngine] section.
The removal of that specific line was recommend when GameTracker patch was released; so, be aware
